Former PCB Transformer and Electric Motor Recycling Brownfields Site - Phase I/II/III Environmental Assessments & Site Remediation
Panamerican Environmental, Inc. (PEI) conducted a phased environmental site
investigation/remediation program (three Phases) for a 2-acre industrial property.
The phased investigation program resulted in the remediation of site soils and a
portion of two contiguous buildings (six and nine story each).The facility, now abandoned,
was used to store and recondition electric motors and transformers.
Based upon the Phase I, PEI completed a Phase 2 ESA, including: a lead based paint survey;
an asbestos survey: Geoprobe drilling and sampling program of site soils: and a hazardous
waste inventory and sampling program related to PCB contaminated equipment, soils and
materials within and outside the site buildings. PEI developed a remedial plan based on
investigation findings that included: removal and disposal of two small underground storage
tanks (USTs), excavation and disposal of 260 tons of PCB contaminated soil at a hazardous
waste landfill, and removal and disposal of 40 tons of PCB contaminated concrete and equipment
from the buildings, and preparation of a Soils Management Plan.
