Panamerican has conducted numerous Phase I and Phase II site assessments for both brownfields sites and for property transfer and due diligence purposes. Our efforts on projects have been reviewed by both USEPA and state personnel and we have received praise from these organizations because of the quality of our services. PEI Phase I reports are designed to satisfy the due diligence requirements of both the bona fide prospective purchaser and innocent landowner needs associated with “all appropriate inquiry” necessary with the assessment of the environmental conditions of a property prior to its acquisition.

The objective of initial site assessments will be to review past and present land use practices, operations and conditions, and nearby off-site land uses. Our investigations will be based on the specific conditions at the areas of concern, on the scope of services and in accordance with ASTM E-1527-00 Standard Practice for Environmental Site Assessments. The goal of the process established by the ASTM Standard is to identify recognized environmental conditions. Recognized environmental conditions are defined in the ASTM Standard as the presence or the likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products onto or effecting the property.

Panamerican conducts Phase II assessments in accordance with recent ASTM standards and NYSDEC Technical and Administrative Guidance Memoranda (TAGMs). Reports are developed in accordance with the ASTM E 1903.97 guidance for Phase II investigation reports. PEI never recommends Phase II assessments without specific identifiable reasons which are discussed with the client.
